On September 10, 2024, Mr. Dao Ngoc Ninh – Deputy Director of CISDOMA Institute and a disaster risk prevention expert – was interviewed by the Voice of Vietnam regarding the response to the recent Typhoon No. 3 (Typhoon Yagi).
Mr. Dao Ngoc Ninh shared his assessment of the proactiveness in response and preparation for Super Typhoon Yagi, as well as maximizing proactive response at the present time, when we are suffering the consequences of the post-storm circulation (remnants).
Prioritizing Skills Enhancement for Citizens
Regarding the priority of enhancing disaster response skills for the citizens themselves, Mr. Ninh emphasized the importance of placing disaster prevention and control within a national-level strategy. He stated that disaster prevention is not solely the responsibility of the Government or a specific sector or agency, but the responsibility of all levels and the people.
- One of the key lessons learned after Typhoon Yagi is the necessity of positioning disaster prevention and control at the correct level, integrating it into all aspects of life, and considering it in every national action strategy to ensure the sustainable development of Vietnam.
- Every Vietnamese citizen must be conscious of self-training and self-enhancing their skills and capacity to protect themselves and their families from the impacts of natural disasters.
Vietnam is one of the five countries most heavily affected by climate change, which further urges all citizens, functional agencies, and the government to integrate disaster prevention into daily life, allowing this work to permeate and be integrated into every aspect of the nation’s development.
The “Four On-Site” Motto
Regarding the “Four On-Site” motto (which refers to on-site command, on-site forces, on-site means/materials, and on-site logistics), Mr. Ninh shared that the fundamental and crucial thing is to mobilize the participation of the people to avoid the efforts becoming merely “perfunctory” in disaster prevention and control.
- This approach ensures that resources and capabilities are localized and ready for immediate deployment, enhancing effectiveness only when local communities are actively involved.
